User Guide

Everything you need to get the most from the tool.

The Procurement Intelligence tool helps training providers identify relevant procurement frameworks, assess eligibility, and surface routes to market across UK and international public sector procurement.

It combines a curated framework library with an AI intelligence layer that reasons across stored frameworks and searches for routes beyond the library. The AI surfaces relevant information and recommends next actions. You retain full decision authority at all times.

Intelligence Query

Describe your sector and offer — the AI does the rest.

The Intelligence Query tab is the primary mode of the tool. You describe what you want to supply and to whom, and the AI analyses the framework landscape, identifies relevant procurement routes, surfaces any gaps, and closes with specific next actions.

The query runs on three inputs. All three should be completed before running an analysis.

Input 01
Sector or Client Type
Who you want to supply to. Be specific. "Housing associations" produces a better analysis than "housing". "NHS integrated care boards" is more useful than "NHS". The more precise your sector definition, the more targeted the eligibility assessment will be.
Input 02
What You Are Offering
Your training or learning solution. Specificity matters. "Leadership and management development" is more useful than "training". "Mandatory compliance training for blue light services" gives the AI enough context to assess lot relevance and call-off route accurately.
Input 03
Geographic Scope
Whether to search UK routes only, international routes only, or both. See Section 02 for a full explanation of how each scope option shapes the analysis. The default is UK Only.

Once you've completed the inputs, click Run Intelligence Query. The loading messages will update as the analysis progresses through matching, gap assessment, and — where required — web search for additional frameworks.

Timing Expectations

Timing
A query that matches well against the library and doesn't require web search typically returns in 30–60 seconds. A query that triggers web search — because of gaps, an international scope, or both — can take 90 seconds to 3 minutes. The loading messages update as the analysis progresses so you can see where the AI is in the process.

Geographic Scope

UK only, international, or both — the choice shapes the whole analysis.

The geographic scope selector determines which procurement regimes the AI searches within. UK and international frameworks operate under different rules, so the scope setting shapes not just where the AI looks, but how it assesses eligibility and compliance.

UK Only
Default Setting
The AI matches against the library and, where gaps exist, searches UK public sector procurement routes: Crown Commercial Service frameworks, NHS procurement bodies, local authority consortia, and sector-specific hubs. All frameworks operate under PCR 2015 or the Procurement Act 2023.
International
Non-UK Routes
The AI searches international procurement routes including EU frameworks, multilateral development bank procurement, and bilateral agreement routes. The library is UK-focused, so international results will primarily come from web search. Confidence ratings apply to all web-sourced records.
UK + International
Combined Search
Both regimes are searched. UK and international results are clearly separated in the output so you can distinguish domestic and international routes. Use this option when you're actively considering cross-border delivery or international expansion.

Understanding the Output

Four structured sections — each with a distinct purpose.

The AI output is structured in up to four sections. Not all sections will appear in every query — sections are only included where there is content to surface. The output always closes with Next Actions.

Matched Frameworks
Library matches with full detail
Frameworks from the library that genuinely align with your sector and offer. Each entry includes: the framework name and reference, why it's relevant to your specific inputs, which lot or route is most applicable, eligibility summary, call-off method, current status, SME eligibility, and direct links to apply or find out more. The AI will not stretch a weak match — if a framework doesn't genuinely align, it will not appear here.
Gaps
Where the library doesn't fully cover your query
Where no stored framework adequately covers your sector or offer, the AI states this clearly rather than inventing coverage. A gap statement is a signal that a procurement route may exist beyond the library. This section triggers the Additional Frameworks search where gaps are identified.
Additional Frameworks
Frameworks found through web search
Procurement routes found outside the library via web search. Each entry carries a confidence rating: High (strong evidence the framework is current and applicable), Medium (likely applicable but verify details), or Low (found references to it but currency is uncertain). Always verify web-sourced records independently before acting on them.
Next Actions
Specific, prioritised actions — always present
Every response closes with a prioritised list of specific next steps for your situation. These are not generic advice. They might include which framework to apply to first and why, whether a DPS application window is time-sensitive, when to monitor a pipeline tender for publication, or which external resource to consult to verify a web-sourced record.

Framework Library

Browse, filter, search, and inspect the stored framework records.

The Framework Library tab shows all frameworks currently stored in the library. Each framework is displayed as a card showing its name, reference, procuring body, status, sectors, and contract value. Click any card to open the full detail modal.

Finding Frameworks

Three tools are available above the framework grid:

Search — type any part of a framework name, reference number, or procuring body to filter the grid in real time. Useful when you know which framework you're looking for.

Sector filter — select a sector from the dropdown to show only frameworks covering that sector. The dropdown is populated from the sectors stored against each framework record.

Status filter — filter by Open, Closing Soon, Pipeline, or Closed. Use this to focus on currently accessible routes or to monitor what's coming.

Framework Detail Modal

Clicking a framework card opens the full detail modal. This shows the complete framework record: name, reference, procuring body, type, contract value, start and end dates, call-off method, SME eligibility, lots and their descriptions, full eligibility criteria, key benefits, and direct links to apply or find out more.

Close the modal by clicking the X button, clicking outside the modal, or pressing Escape.

Adding a Framework

Add new frameworks permanently to the library.

Click + Add Framework in the Framework Library tab to open the add form. Complete the required fields and as many of the optional fields as you can — the more complete the record, the more useful it is to the AI when running queries.

Once saved, the framework appears immediately in the library grid and is included in all future AI queries.

Field Notes
Framework Name Required The official name of the framework as published by the procuring body.
Reference / ID Required The framework reference number (e.g. RM6219, Y25003). This becomes the framework's unique identifier in the library — it must be unique.
Procuring Body Required The organisation managing the framework (e.g. Crown Commercial Service, Kent County Council).
Description Required A clear summary of what the framework covers, who manages it, and its key characteristics. This is the primary field the AI uses to assess relevance.
Type Framework, Dynamic Purchasing System (DPS), or Open Framework. DPS routes allow suppliers to join at any time during the framework's life.
Status Open, Closing Soon, Pipeline, or Closed. Keep this current — the AI excludes closed frameworks from its output by default.
Contract Value The display value for the framework (e.g. £300M, Up to £1Bn). Used for reference — does not need to be a precise figure.
Start / End Dates In YYYY-MM-DD format. The end date is used by the AI to assess whether a framework is still viable.
Sectors Comma-separated list of eligible sectors (e.g. NHS, Local Government, Education, Blue Light). These populate the sector filter in the library.
Eligibility Comma-separated list of eligible buyer types (e.g. All UK public sector bodies, NHS trusts, Local authorities).
Training Types Comma-separated list of training categories covered (e.g. Leadership & Management, CPD, Apprenticeships). Used by the AI to assess offer alignment.
Apply URL / Info URL Direct links to the framework's application page and information page. These appear as buttons in the detail modal.
Notes Any caveats, time-sensitive information, pipeline details, or contact information worth capturing.

Governance

The AI informs. The user decides.

The AI identifies and surfaces relevant frameworks, assesses eligibility, and recommends next actions. It does not approve or reject procurement routes. All commercial and strategic decisions remain with the user.

Web-sourced framework data should always be independently verified before it informs a bid submission or supplier application decision. The AI applies a confidence rating to web-sourced records, but a High confidence rating is not a guarantee of accuracy or currency.

Framework status and eligibility criteria change. Where any record in the library shows a status of Closing Soon or where an end date is approaching, verify the current position directly with the procuring body before committing resource to an application.
